Political Problems Don’t Have Military Solutions

There are certain forces, internal and external to Nepal, that are engaged in goading the NA (Nepali Army) into controversy. For the good of the military institution, the well-being of our men and women in uniform, and for the sovereignty and territorial integrity of Nepal, the NA must continue resisting all forms of political instigation. The Army must continue its journey down a politically independent path, with service to the Nepali nation-state (and her people), as the institution’s ultimate objective.

UNMIN Exposed - Why the controversy now?

First and foremost, blame for the controversy over the NA’s bid to fill vacant spots, lies squarely in the United Nation’s corner. The monitoring of arms and armies is the cornerstone of the UNMIN’s mandate in Nepal - a mandate that apparently, the UNMIN failed to execute on two prior occasions when the NA filled vacation positions, without fanfare or controversy.

Both previous recruitment drives were advertised, were identical in process to the current drive, and were held after the signing of the CPA (Comprehensive Peace Agreement). So either the UNMIN learned of all three recruiting events at the same time or it acted at the Maoists’ behest. Irrespective of what the actual rationale may have been, the facts remain that the UNMIN failed to act in a timely manner, failed to carry out its duties and at least in perception, failed the dual tests of impartiality and independence - again.

It is shameful enough that a civilian (Mr. Ram Hari Shrestha) was abducted and subsequently murdered inside a UN supervised, Maoist cantonment. In the face of the public scrutiny that followed, Ian Martin was quick to cite a lack of mandate to report (or even prevent) pre-meditated murder. That was bad enough. But for Ian Martin to throw his weight behind the Maoists’ in the current context is just unhelpful, disingenuous and a shameless display of selective enforcement of the CPA.

Toppling the Maoist Government - What does the average Nepali gain?

Second, the disgruntlement over the NA’s recruitment is only one of several on-going issues. It is neither paramount to the continuity of Nepal’s peace process nor particularly relevant to the constitution-making process. What it is, is an unnecessary distraction of a political variety that should be deferred for resolution at the political level. The last thing the NA should be doing at this juncture is permitting its institutional integrity to be compromised over political power plays.

If Girija Prasad Koirala’s Nepali Congress has political contentions with the Maoists’, it is GPK and the NC who should be addressing such concerns with Prachanda and the Defense Minister. The same goes for the UML, the RPP, the MJF or any other political party. But to use the institutional issue of NA recruitment as a springboard to forward political agendas (specifically, to cripple and embarrass the Maoist government) is dangerous, irresponsible and can escalate into further confrontation.

For issues of a political variety, the Cabinet and the Parliament are where civilized confrontations (also known as debates) should be had. If resolution cannot be achieved at that level, the NC, the UML and others are welcome to pursue street protests. In other words, the “democrats” in these parties ought to rely more on the tools that enable democratic practice - parliamentary politics and civil disobedience - and less on military adventurism to fulfill their respective political objectives.

Betrayal in Historical Perspective - The lessons the NA should never forget

Third and most important, the NA”s leadership should have the common sense and wherewithal to realize that it is the very same politicians who insist upon upholding the NA’s apolitical sanctity, who are also busy exploiting the NA’s predicament. The NC’s ultimate goal is to put GPK back in power and Madhav Kumar Nepal’s pipe dream of replacing Prachanda is distasteful humor. How does either scenario benefit the Nepali nation state?

How is it even possible to take a man like Girija Prasad Koirala seriously? After all, it was under Koirala’s watch that the armed Maoist insurrection took hold; it was GPK’s government under which operations Romeo and Sierra-II-Kilo were launched; it was GPK who resigned his premiership because the Army did not mobilize against the Maoists’; and during the height of the insurgency, it was under GPK’s leadership that the SPA (Seven Party Alliance) forged a political alliance with the Maoists. That very alliance undermined the same Army that today, Girija Koirala is attempting to use to satiate this lust for power.

In a nutshell, it is because Girija Prasad Koirala fell for the Maoists’ “promise” that they would make him Nepal’s first President that the NA answers to the former Chief of the Maoists’ military wing today. And now Girija Koirala is bent on encouraging the NA to defy the Ministry of Defense? How does any of this make sense?

Conclusion

The NA has performed superbly after the restoration of the dissolved parliament in April of 2006. Under its current leadership, the NA has regained must of its lost stature and has exercised restraint, professionalism and an unwavering dedication to the Nepali nation-state and her people. As a deterrent to Maoist adventurism, the NA is the single, standing bastion of hope. And this is precisely where the NA should remain - for now.

The NA should continue encouraging the “useful idiots” (who were instrumental in facilitating the Maoists’ to power) to actively assist in the process of seeking “political solutions” to the political challenges at hand. As for those critics who claim the NA is being too submissive, the NA should assure them that if appearing docile is what it takes to keep soldiers out of harm’s way, then so be it. Better submissive than dead and in all honesty, how seriously should those who have been on the battle field take criticisms from those who are experts at trading words, not bullet?

Under no circumstances should the NA go out on a limb to help any internal political party, individual, or external force, in the pursuit of their self-interests. It is the collective Nepali interest in which the NA should act and if this means allowing Ram Bahadur Thapa a face-saving exit, then so be it. The NA can easily diffuse the debate over recruitment by assuring all concerned parties that future force replenishment will not take place. (This, after the UNMIN takes responsibility for failing to execute its mandate and inform the NA in a timely manner.)

Given the delicate juncture at which Nepal’s peace process has arrived, the NA should remind those who are egging it on that there never was (and never will be) a “military solution” to a “political problem.” The NA should steer clear of becoming a back yard where Parties with no grass roots support or tenable objectives (other than coming into power themselves), air their “dirty laundry.”

Making an omelette without breaking an egg or two is a separate issue to who gets to eat that omelette and whether eggs are good for you. Settling for a no omelette-scenario may be a principled option, to keep one’s hands clean and because waiting for omelettes to go off the menu or for the eggs to hatch is preferable, but given the bird flu pandemic, isn’t it less about whether as opposed to whose cull?

So you're suggesting the bird be killed so omelettes are off the menu for good? What happens to the person that pulls the trigger? Does he/she get a one way trip to the international tribunal for assassinated chickens? Do you go with him or enjoy the egg-free environment he created for you?

A cull is just that - not a whole scale extermination, to keep the eggs on the menu by eliminating unhealthy birds. As to who pulls the trigger and what happens afterwards, what's your recipe - looking the other way? Again, the issue of who gets to enjoy the omelette and whether eggs are good for you are separate issues.

Omlettes, eggs, chickens, I don't know what the hell this discussion is about and I completely disagree with the writer. I think the NA should support the non-Maoist parties and hammer the sh*t out of the Maoist leaders. Give them a taste of their own medicine.

Firstly, author should clearly define the role of the NA in present days. What is the use of 100,000 army in Nepal?

Secondly, what did NA do in last 100 years in protection of sovereignty in Nepal?

Unfortunately, neither it is fit for internal disturbances nor it would stand aginst external agression. Except for few cermonial activities in Tudhikhel, like democracy day celebration, Ghodejatra, Salami and Malami.

Thirdly, NA is part of the government and government should run the army. If soldiers do not obey order,he will be court martalled. It should apply to all level.

fourthly, Nepalese government is investing huge amount of tax payers money in security but there is no security for the people in Nepal.

Finally, NA should be good for all the Nepalese people, not only for the politician.

Not speaking for the writer, but here are my thoughts to the points mentioned above -

1. Go look up the word "deterrence" and you will answer your question. When the PLA is gone, downsizing can come in fashion.

2. Why ask the question when you know that it was through brute force and the army that Nepal was formed to begin with? Also, in case you have not heard, the NA is confined to its barracks by the peace agreement.

3. Agree with you completely. I think the author also agrees. So I would encourage RAM Bahadur Thapa to court martial Katuwal. The weakness is political.

4. As I said above, if the NA is mobilized to maintain security, the peace treaty will be violated. Yes, a lot of money is being wasted from tax payers. Should the peace process be violated to make good use of tax payers money?

5. Completely agree. Isn't this what the writer is also saying?

Answer to too much politics is brute force- like it or not but holding unto status through threats & guns ia nothing more than vaneer of loss of authority. One step towards gun turning onto themselves. Many reomotes that have field day these days are nothing but a paper tigers with paper think ideas and hold on the ground, beside the danda support they get from the across the border

I hear Prachanda's son buying up huge plot of land in Bhaktapur, Pumpha Bhusal doing the same, not to mention others from Ishor Pokharel of UML to countless other communist and their kin and henchmen. The loot money has hiked up the price of land in Kathmandu- that is evident but the consequencies will be bust of real estate and national economy. Now talk about political problem but in the end- its the economy.

It is the brutality of the Nepal Army over innocent nepali people during insugency period that catapulled the Maoists into the power through the CA election.

After seeing the socres of horrors performed by Nepal Army, people in Nepal voted the Maoists in the hope that these NA, butchers and rapists would not come back to thier front/back yard with automatic gun and rape their daughters and relatives.

Yeah, here some "bankrupt" and "corrupt" intellectuals are chest-thumping in the (stained) glory of these NA, flocks of slaughters and rapists.

Could you ding-dongs publish your sisters, daughters, and cousins addresses in Nepal???? Your sister may tell you soon what it means to be raped and banged in the camouflage.

The best reason why is because they can and they get paid along the way. I don't read any of these idiots going after the most systematic human rights abusers of all - the Maoist leadership. If Katuwal ruminate he has a grain of salt of rectitude, I suggest him to tender resignation. He is a colossally inept leader of Nepal Army in the history.

-1) The UNMIN under the UN, a world body asserted that his recruitment drive was the breach of the compact between PLA and NA.

0) The Apex court gave verdict agaisnt his driving of the army recruitment. But it was just infavor of the recruited(s).

1) Becuase of his insolence and hauteur [like of some of you ding-dongs'], 8 generals of NA were thrown to the retirement despite of the chance of possible extention.

Can you ding-dong(s) see a fissure on Nepal Army ????

एकताका रुकुममा बच्चा रुँदा आमाहरू यसरी नै फकाउने गर्थे । कन्हैयासिंहको नाम लिएपछि बच्चाहरू डरले चुप लाग्थे । बच्चा फकाउने यो उत्तम उपाय थियो । २०५२ साल फागुन १५ गते रुकुमको पीपल गाउँ विकास समितिको मेलगैरीमा गोठमा सुतिरहेका किसान र विद्यार्थीको निर्ममतापूर्वक हत्या गरेर चर्चामा आएका कन्हैयाले २०५६ सालसम्ममा रकुममा सयौं सोझा गाँउलेलाई मारेका थिए । यसैकारण उनी बढुवा भएर इन्सपेक्टर भए ।

मेलगैरी हत्याकाण्ड जनयुद्धको प्रारम्भमै भएको सबैभन्दा ठूलो घटना हो । सो हत्याको अघिल्लो दिन अर्थात् फागुन १४ गते मेलगैरीको जंगलमा छिमेकी गाउँ बाफीकोटबाट प्रहरी आइबसे । उनीहरू साँझ नपरेसम्म स्थानीय सुराकीको सहयोगमा जंगलमा नै लुकिरहे । त्यस दिन बाफीकोट इलाका प्रहरी कार्यालयमा बिहानैदेखि सदरमुकाम मुसीकोटबाट हेलिकोप्टरले प्रहरी ओसारिरहेको थियो । गाउँलेहरू प्रायः गाउँदेखि माथि भैँसी पाल्ने गोठ मेलगैरी लेकमा रहन्थे । मेलगैरीमा प्रहरी आउने हल्ला चल्यो । गाँउले डरले गर्दा साँझ कामकाज सकेर एउटै गोठमा सुते भने आइमाई केटाकेटी पनि डरले सँगै बसे । रेडियोबाट १४ गते दिलबहादुर रम्तेल मारेको खबर सुनेका मेलगैरीवासी गाउँमा प्रहरी आएमा सबैलाई मार्छ रे भन्ने मानसिकतामा थिए । नभन्दै मेलगैरीमा एउटै गोठमा सुतिरहेका ६ जना खत्री दाजुभाइको एउटै चिहान भयो ।

एक दिन एक रात लाससँगै हामीलाई थुनेर राखे । भोलिपल्ट मात्र लासहरू बोकाएर रातारात मुसीकोट लगे । त्यो दिनभर र रातभर हामीलाई पानी पिउनसमेत दिएनन् । बच्चाका आमाहरू पनि थिए । बच्चाहरूलाई दूध चुसाउन पनि दिएनन् ।अ
दिनभरि सँगसँगै बारीमा आलु लगाएर साँझको खाना एकै ठाउँमा खाएर सुतेका दाजु र अन्य पाँचजना आफन्तलाई एउटै गोठमा प्रहरीले घेरा हाली मारेको दृश्य सम्झँदा सुरेन्द्रको मन अहिले पनि डरले काँप्छ । उनी त्यतिवेला मात्र १२ वर्षका थिए । सबैभन्दा साना भएका कारणले बाँच्न त बाँचे, तर कहिल्यै नमेटिने डर/त्रास लिएर बाँचे । सपनाजस्तै लाग्ने दाजु र काकाको हत्याले बाँचुन्जेल बिर्सन नसक्ने बताउँछन् उनी । त्यो दिन सम्झँदा सुरेन्द्रको आँखाको डिलमा आँसु टलपल-टलपल गर्न थाल्छ । उनको बोलीमै त्रासदी छ । उनको अनुहार पढ्दा उनी आज १४ वर्षसम्म पनि शोकबाट तंगि्रन नसकेको जस्तो देखिन्छ ।

दिनभर सँगसँगै काम गरेर साँझ सुतेका दाजुलाई राति प्रहरीहरू आएर अनेक यातना दिई मारेको सम्झँदै सुरेन्द गहभरि आँसु पार्दै भन्छन्, 'हामीहरू सबै भँसीगोठसँगै लेकमा बस्थ्याँ । आलु लगाउने काम चलिरहेको थियो । दिनभर आलु लगायौँ । मैले त्यस दिनभन्दा पहिला कहिल्यै प्रहरी देखेको थिइनँ । साँझदेखि नै पानी परिरहेको थियो । गाउँमा पुलिस आउँछ रे भन्ने हल्ला चलिरहेकोले साँझ डरले सबैजना एउटै गोठमा सुत्याँ । बिहान ६ बजे एक्कासि सिठ्ठी बज्यो । सबैजना जर्‍याकजुरुक उठे । मलाई पनि उठाए । गोठबाहिर तीनजना प्रहरी उभिएका थिए । प्रहरीले एक्कासि हल्लाखल्ला गर्दै हामी बसेको गोठवरिपरि घेरा हाले । ढोकामा आएर उभिए । हामी भित्र गजबार लगाएर डरले काम्दै बसेका थियौँ । तर, हामी बसेको ढोका फोरेर भित्र पसे । गाउँले मनरूप बस्नेत पनि प्रहरीसँगै भित्र पस्यो । ऊ नेपाली कांग्रेसको स्थानीय नेता हो । हामी मनरूपले बचाउँला भनी खुसी भयाँ, तर हाम्रो खुसी धेरै समय रहन पाएन । उही मनरूप ढोकाभित्र पस्नेबित्तिकै माओवादी यिनै हुन् भनी चोरआँलाले देखायो । प्रहरीले सुरुमै कुलबहादुर खत्री र मनबहादुर खत्रीलाई समात्यो । मनरूपले दुईजनालाई समाएर कुट्न थाल्यो ।'

उनी घटनाक्रम बयान गर्दै जान्छन्, 'त्यसैवेला दाह्रीवाला प्रहरी ढोकाभित्र छिर्‍यो, त्यसले टाउकोमा पगरी बाँधेको थियो । त्यही पगरीवाला प्रहरी भित्र पसेर कुलबहादुरलाई कुनामा पछार्‍यो । 'तेरा लाल सलाम गर्ने हात यिनै होइनन्' भन्दै कुलबहादुरको दुईवटै हात लट्ठीले हानेर भाँचिदियो । नाताले कुलबहादुर मनरूपको भिनाजु हो । हामी सबै डरले रुन थाल्यौँ । होलेरी चौकी आक्रमण गर्ने तिमीहरू नै होइनौ ? हामी सबैलाई लात्ती र राइफलको कुन्दाले हान्यो । चिच्याएर दाजुलाई समातेँ, प्रहरीले भित्रका सबैलाई समातेर बाँध्यो । कोही गोठको छानो खोलेर भागे । बाहिरका प्रहरीहरू भाग्नेलाई लखेट्दै परसम्म गए, तर समाउन सकेनन् । दाह्रीवाला प्रहरीले गोकर्णलाई झ्यालबाट बाहिर फालिदियो । दाह्रीवालाले सबैका हात पछाडि बाँधेर नमरुन्जेल पिट् भन्यो । पिट्नेवाला थाकेपछि फेरिएर पिट्थे ।'

दाजुको हत्या भएको दृश्य सम्झँदै सुरेन्द्र अझै खुल्दै भन्छन्, 'मारिने ६ जनासँगै बाँधेर राखिएका नागेन्द्र खत्री हात पछाडि बाँधेकै अवस्थामा तल्लो बारीमा हाम्फाले । सरदारले हत्तपत्त गोली हान्यो, तर उनी हामफाल्दै जाँदा सल्लाघारीमा छिरे । उनी भागेको देखेर कुटाइ खाइरहेका खड्गबहादुर खत्री बाँच्ने आशाले डोरी चुँडालेर उफ्रिए र तल्लो बारीमा पुगे । रातभरि पानी परेकाले बारी भिजेको थियो । उनको खुट्टा हिलोमा गाडियो । त्यही वेला प्रहरीले गोली हान्यो । उनी खुट्टामा गोली लागेर भुइँमा लडे । प्रहरीले खड्गबहादुर भएको ठाउँमा गई राइफलको कुन्दाले दाँत झारिदियो । बंगारा भाँचिदियो । सरदारले 'मारिदे' भनेपछि उनको मुख च्यातेर लट्ठी मुखमा कोच्यो । खड्गबहादुर छट्पटाइरहेको समयमा मुखमा लट्ठी खाँद्यो । सरदारले उनको मुखमा पिसाब फेर्‍यो । मुखबाट लट्ठी कोचेर पेटमा पुर्‍याएपछि उनी त्यहीँ छट्पटाएर मरे । उनी मरिसकेपछि लास ल्याएर हामी बाँधेको गोठमा फाल्यो । सरदारले हामीलाई ताली बजाएर हाँस्न भन्यो नत्र पिट्थ्यो । हामीलाई भोलिपल्ट लास बोकाएर मुसीकोट लैजाँदासम्म उनको मुखको लट्ठी झिकिएको थिएन ।'

सुरेन्द्र बताउँदै जान्छन्, 'बूढी आमाहरू बरू हामीलाई मार हाम्रा छोराहरू छाडिदे भन्दै रुन-कराउन थाल्नुभयो । तर, मनरूपले कुलबहादुर र मनबहादुरले लगाइरहेको पटुका खोलेर भैंसीको किलामा बाँधे । नजिकै रहेको बन्चरो टिपेर सिआइडी मनरूपले मेरो दाइ मनबहादुरको खुट्टामा बजार्‍यो । खुट्टाबाट रगतको भेल बग्यो र उनीहरू बसेको ठाउँ पूरै भिज्यो । दाइको खुट्टाबाट निस्किएको रगत पिई नत्र मार्दिन्छु भन्दै सरदारले फेरि चुट्यो । कुलबहादुरकी आमाले सरदारलाई गाली गरिन् । सरदारले उनलाई तल्लो बारीको हिलोमा पछारिदियो । आमाले तँलाई पनि यस्तै होस् भनेर सरापिन् । सरदारले लात्तीले हिर्काउँदै उनको मुखभरि माटो कोचिदियो । कुलबहादुरलाई पिट्दै मनबहादुर भएको ठाउँमा ल्याएर मनबहादुरको मुखमा पिसाब फेर नत्र तेरो खुट्टा पनि मनबहादुरको जस्तो बनाइदिन्छु भन्यो । कुलबहादुरले नमानेपछि उनको आँखामा गोली हानेर ढाल्यो र मनरूपले मुखमा पिसाब फेर्‍यो । त्यतिवेला केही प्रहरीले गोठमा बाँधेकालाई पिट्दै थिए । हामीलाई बाँच्छौँ भन्ने आशै थिएन । डरले गर्दा प्रहरीले हानेको चोटपनि लाग्दैन थियो ।'

यो भयानक कथा वर्णन अझै बाँकी छ । उनी भन्दै जान्छन्, 'प्रहरीहरू गोठभित्र पसेर सबैलाई लात हान्न थाले । पछि ६/७ जना छानो खोलेर भागे । तीमध्ये दलबहादुर अलि बूढा र अशक्त थिए । भाग्न आधा शरीर बाहिर निकालेका थिए, बीचमै अड्किएर छानामै रहेको चुच्चो काठमा अड्किएर रगताम्मे भए । उनी कुनामा पछारिएर घाइते भए । प्रहरीले उनलाई हात बाँधेर गोठको माथिल्लो तलाबाट भुइँमा फ्याँकिदिए । अरूलाई मारिसकेपछि उनलाई पनि त्यहीँ लगेर पल्टायो । दलबहादुर भने मरेको जस्तै गरी लासमाथि नै बसे । सरदार घरीघरी वाकिटकीमा कुरा गरिरहेको थियो । ऊ माओवादीको बैठक कब्जा गरेका छाँै भनिरहेको थियो । पाँचजना मरिसकेका थिए भने दलबहादुर मरेको थिएन । दिउँसो १२ बजेको थियो । मनरूपले मर्दापनि लाल सलाम गरेका छन् भन्दै मरणासन्न अवस्थामा रहेका दलबहादुरलाई गोली हानी मार्‍यो ।'
'त्यसपछि ?'

सुरेन्द्र भन्छन्, 'त्यसपछि एक दिन एक रात लाससँगै हामीलाई थुनेर राखे । भोलिपल्ट मात्र लासहरू बोकाएर रातारात मुसीकोट लगे । त्यो दिनभर र रातभर हामीलाई पानी पिउनसमेत दिएनन् । कतिपयका साथमा बच्चाहरू थिए । बच्चाहरूलाई दूध चुसाउन पनि दिएनन् । बच्चाहरू भोलिपल्ट तिर्खा र भोकले रुन—कराउन थालेका थिए । हामीलाई बाँधेको ठाउँमा तीनजना प्रहरीले पहरा दिएका थिए । हामीलाई एकअर्कासित बोल्न पनि दिएका थिएनन् । हाम्रो गोठका भैंसी, बाख्रा, गाई, गोरु, सबै खोलेर गहुँ बारीमा छोडिएका थिए । गाउँभरिका गाईवस्तुले सबै बाली दुई दिनमा खाएर सखाप पारिसकेका थिए ।'

खत्रीबन्धुहरूको हत्या गरिसकेपछि प्रहरी र स्थानीय सिआइडी दिनभर भोजभतेर गरेको घटना मेलगैरीवासी कहिल्यै बिर्संदैनन् । अर्की पीडित सशिली खत्री भन्छिन् 'बिर्मी र ठुलीले (मनरूपका बहिनीहरू) दही-दूध ल्याए, नजिकैको गोठमा रोटी पकाए । दिउँसो केही प्रहरी लिएर तल गाउँमा आएर रक्सी ल्याएर खुवाए । दिउँसोतिर सबैलाई मारिसकेपछि ठुलीले भरुवा बन्दुक लिएर हामी सबैलाई कुन्दाले हिर्काई । प्रहरीहरू पालैपालो गोठमा खाएर आउँथे, मान्छे मारेको ठाउँमा रक्सीका भाँडाहरू राखेका थिए । जतिसक्दो पिउँथे र ताकत लगाएर हामीलाई पिट्थे । उनीहरूले त्यो हत्याकाण्डपछि आफ्नै घरमा पुलिसचौकी बसाले ।'

प्रहरीले खत्री-परिवारकी कलकुमारी खत्री (विधुवा नारी) लाई बलात्कार गरी अलपत्र पारी भागे । बलात्कारबाट जन्मेको उनको छोरो नन्दकुमार अहिले नौ वर्षका भए । ती आमा-छोरालाई साँझ-बिहान छाक टार्न धौ-धौ छ ।

किसान र विद्यार्थी खत्रीबन्धुको कायरतापूर्ण हत्यापछि हातहतियारसमेत बरामद गरिएको झूटो हल्ला फैलाइएको थियो । मारिनेहरूमध्ये कुलबहादुर स्थानीय माविमा पढ्थे भने अर्का लालबहादुर खत्री काठमाडौंको आरआर क्याम्पसमा पढ्थे । त्यतिवेला उनी बिदामा घर गएका थिए । बाँकी चारजना सबै किसान थिए । रुकुममा आतंक मच्चाएर सयौं सोझा रुकुमेलीको हत्या गरेका तत्कालीन प्रहरी इस्पेक्टर कन्हैयासिंह सरदार नेपालगन्जमा २०५६ मा माओवादीबाट मारिइसकेका छन् । सिआइडी मनरूप १२ वर्षसम्म भारतमा बसेको थियो । सात महिनाअगाडि मात्र ऊ गाउँमा फर्किएको छ ।

जनयुद्धका सर्वोच्च कमान्डर एवं नेकपा माओवादीका अध्यक्ष प्रचण्डले मेलगैरी हत्याकाण्ड सुनेर युद्धको कार्यनीति परिवर्तन गर्ने निर्देशन दिनुभएको थियो । त्यतिवेला आक्रमक छापामारयुद्ध चलिरहेको थियो । त्यही राति आक्रामक युद्ध रोकेर रक्षात्मक युद्धनीतिमा जाने निर्देशन भएको थियो ।

मेलगैरीका हत्यारालाई सरकारले अहिलेसम्म कुनै कारबाही गरेको छैन । यसले खत्री-परिवारको मन रोएको छ । दुःखी तथा आक्रोशित खत्री-परिवार भन्छ, 'अब पनि सरकारले कारबाही गरेन भने अर्को युद्ध मेलगैरीबाट हुन्छ, चाहे त्यो मुक्तिका लागि होस् या बलिदानका लागि ।'
